1. Purpose / उद्देश्य
E-Maalkhana ("the System") is a digital maalkhana (property and evidence) management platform used by authorised personnel of the Uttar Pradesh Police to register, track, audit, and manage custody of property and evidence held in police maalkhana facilities.
ई-मालखाना उत्तर प्रदेश पुलिस के अधिकृत कर्मियों द्वारा उपयोग की जाने वाली एक डिजिटल मालखाना (संपत्ति एवं साक्ष्य) प्रबंधन प्रणाली है — जिसमें मालखाना में रखी संपत्ति/साक्ष्य का पंजीकरण, ट्रैकिंग, ऑडिट और अभिरक्षा प्रबंधन शामिल है।
2. Owning department / स्वामित्व विभाग
The System is owned by and operated for the Uttar Pradesh Police. Deployment, access control, and operational policy are determined by the competent police authority at state, district, or station level.
यह प्रणाली उत्तर प्रदेश पुलिस के स्वामित्व में है और उनके आधिकारिक उपयोग हेतु संचालित है। परिनियोजन, पहुँच नियंत्रण और परिचालन नीति सक्षम पुलिस प्राधिकारी द्वारा निर्धारित की जाती है।
3. Developed by / विकासकर्ता
The System is developed and maintained by Vinkura Innovations Network Pvt Ltd ("Vinkura AI"), under arrangement with the owning department. Vinkura AI provides software engineering and support services; it does not own police records or decide operational policing matters.
प्रणाली का विकास एवं रखरखाव Vinkura Innovations Network Pvt Ltd ("Vinkura AI") द्वारा स्वामित्व विभाग की व्यवस्था के अंतर्गत किया जाता है। Vinkura AI सॉफ़्टवेयर सेवाएँ प्रदान करता है; पुलिस रिकॉर्ड का स्वामित्व या परिचालन पुलिसिंग निर्णय इसके पास नहीं हैं।
4. Not a public evidence portal / सार्वजनिक साक्ष्य पोर्टल नहीं
E-Maalkhana is an internal official system. It is not intended for public requests for evidence, property release, case status, or RTI-style document access. Members of the public should use the appropriate police station counter, court process, or statutory channel designated by Uttar Pradesh Police.
ई-मालखाना आंतरिक आधिकारिक प्रणाली है। यह जनता द्वारा साक्ष्य, संपत्ति रिहाई, केस स्थिति या दस्तावेज़ अनुरोध हेतु उपयोग के लिए नहीं है। सामान्य नागरिक संबंधित थाना काउंटर, न्यायालय प्रक्रिया या उत्तर प्रदेश पुलिस द्वारा निर्दिष्ट वैधानिक माध्यम का उपयोग करें।
