1. Acceptance / स्वीकृति

By accessing or using E-Maalkhana ("the System"), you agree to these Terms & Conditions, the associated Privacy Policy, and the Consent Notice. If you do not agree, you must not use the System.

ई-मालखाना का उपयोग करके आप इन नियम व शर्तों, गोपनीयता नीति तथा सहमति सूचना से सहमत होते हैं। असहमति की स्थिति में सिस्टम का उपयोग न करें।

2. Ownership & development / स्वामित्व और विकास

The System is provided for official use by the Uttar Pradesh Police (Data Fiduciary / owner for the deploying unit). Software development and maintenance are carried out by Vinkura Innovations Network Pvt Ltd ("Vinkura AI") as technology partner. Operational authority over police data and user accounts remains with UP Police / the deploying unit.

यह प्रणाली उत्तर प्रदेश पुलिस (डेटा फिड्यूशरी / स्वामी) के आधिकारिक उपयोग हेतु है। सॉफ़्टवेयर विकास Vinkura Innovations Network Pvt Ltd (Vinkura AI) द्वारा किया जाता है। पुलिस डेटा और खातों पर परिचालन अधिकार UP Police / तैनात इकाई के पास रहता है।

3. Authorised use / अधिकृत उपयोग

The System is provided exclusively for authorised personnel of the Uttar Pradesh Police (and other users expressly granted access by competent authority) for official management of property and evidence in police maalkhana facilities. Credentials are personal and non-transferable. Do not share credentials.

यह प्रणाली उत्तर प्रदेश पुलिस के अधिकृत कर्मियों (तथा सक्षम प्राधिकारी द्वारा स्पष्ट रूप से अनुमति प्राप्त उपयोगकर्ताओं) के आधिकारिक मालखाना प्रबंधन हेतु है। लॉगिन विवरण व्यक्तिगत हैं और हस्तांतरणीय नहीं हैं। क्रेडेंशियल साझा न करें।

4. User obligations / उपयोगकर्ता दायित्व

• Use the System only for lawful official duties.
• Keep passwords and access devices secure; report suspected compromise immediately.
• Enter accurate operational data; do not falsify, delete, or alter records except through authorised workflows.
• Do not attempt to bypass access controls, probe vulnerabilities, or extract data beyond your authorised role.
• Comply with applicable police standing orders, CrPC/BNSS and related laws, and departmental IT/security policies.

उपयोगकर्ता केवल वैध आधिकारिक कार्यों हेतु सिस्टम का उपयोग करेंगे, क्रेडेंशियल सुरक्षित रखेंगे, सटीक डेटा दर्ज करेंगे, तथा अनधिकृत पहुँच या रिकॉर्ड में हेराफेरी नहीं करेंगे।

5. Official records / आधिकारिक रिकॉर्ड

Entries, custody movements, audit trails, and documents stored in the System may constitute official records. Unauthorised modification or disclosure may attract departmental and legal consequences.

सिस्टम में दर्ज प्रविष्टियाँ, अभिरक्षा आंदोलन, ऑडिट ट्रेल और दस्तावेज़ आधिकारिक रिकॉर्ड माने जा सकते हैं। अनधिकृत परिवर्तन या प्रकटीकरण विभागीय व कानूनी कार्रवाई का आधार बन सकता है।

6. Availability & changes / उपलब्धता और परिवर्तन

The System may be updated, suspended, or restricted for maintenance, security, or administrative reasons. These Terms may be revised; continued use after notice constitutes acceptance of the updated Terms.

रखरखाव, सुरक्षा या प्रशासनिक कारणों से सिस्टम अद्यतन, निलंबित या प्रतिबंधित किया जा सकता है। नियम बदले जा सकते हैं; सूचना के बाद निरंतर उपयोग अद्यतन नियमों की स्वीकृति माना जाएगा।

7. Limitation of liability / दायित्व की सीमा

To the extent permitted by law, the operators of the System are not liable for indirect or consequential loss arising from use or temporary unavailability, without prejudice to statutory duties of public authorities.

कानून द्वारा अनुमत सीमा तक, सिस्टम के अस्थायी अनुपलब्धता या उपयोग से उत्पन्न अप्रत्यक्ष हानि हेतु संचालक उत्तरदायी नहीं होंगे — सार्वजनिक प्राधिकरण के वैधानिक कर्तव्यों पर प्रतिकूल प्रभाव डाले बिना।

8. Privacy, rights & Board / गोपनीयता, अधिकार और बोर्ड

Personal data processing is described in the Privacy Policy and Consent Notice. For rights and withdrawal of consent, see Privacy — Rights and Notice — Withdraw consent. Grievances may be taken to the Data Protection Board of India as provided by law (dpdpa-grievance.gov.in; dedicated Board website link to be updated when further published).

व्यक्तिगत डेटा प्रसंस्करण गोपनीयता नीति और सहमति सूचना में वर्णित है। अधिकार और सहमति वापसी हेतु उन पृष्ठों के संबंधित अनुभाग देखें। DPDP के अधीन भारत के डेटा संरक्षण बोर्ड से शिकायत की जा सकती है।

9. Governing law / लागू कानून

These Terms are governed by the laws of India. Disputes shall be subject to the jurisdiction of competent courts and authorities in Uttar Pradesh, unless otherwise directed by law.

ये नियम भारत के कानूनों के अधीन हैं। विवाद, जब तक कानून अन्यथा न कहे, उत्तर प्रदेश के सक्षम न्यायालयों / प्राधिकारियों के क्षेत्राधिकार में होंगे।
